It's an accessory that is used to prevent wheel theft. "Is it a good buy" They cost $30-$50, so it's not a huge investment. If you feel that you park your car in unsafe neighborhoods and think the vehicle's wheels are suject to being stolen, then yes, this will act as a preventative security measure.To install, take off the exisitng lug nuts and put one wheel lock on each wheel in its place. And make sure you know where you keep the key to be sure you can get the wheel off if necessary

Does it just need brake fluid

it could be that the brake master cylinder is in question or the ABS is in question. have it checked at the dealer. WARNING.. they might not release the vehicle back to you if you dont want it repaired.
